Job Summary


Reporting to the Executive Director, the Director Capital is responsible for the overall planning, implementation and management of the Capital Works Department. This includes direction and management of a multimillion-dollar budget and a workforce of up to 35 people consisting of staff, work crews and contractors. The position directly supervises the work of the Project Manager and the Operation and Maintenance Manager. The position also supervises the work of the Water Plant staff, and Water and Septic Truck Drivers and the delivery of infrastructure services including water distribution, sewage systems and landscaping; and other staff and contractors for the provision of street-lighting, and other local area services negotiated with other governments. The position also directs and supervises the Capital Works Administrator in the general administration of the department as well as housing tenancy, vehicle fleet, and SFN’s emergency preparedness plans.

Education/Experience

• Degree or Diploma in Civil Engineering or equivalent education related to Capital / Public Works, or;

• Grade 12 and a Journeyman / Red Seal certification in building construction, and a post-secondary program in Accounting or Business Administration, or;

• An equivalent combination of education, training and experience working as a Capital Manager or a related managerial position for a minimum of two years.

• Knowledge of building construction codes and regulations.

• Knowledge of fire and health Codes as they relate to dwellings and buildings.

• Knowledge of Workers Compensation, Occupational Health and Safety Legislation, and occupational hazards and safety precautions and best practices relating to construction projects and equipment use.

• Knowledge of Contract Administration and workplans.

• Experience with human and financial resources.

• Strong research, planning and organizational skills.

• Excellent research and analytical skills.

• Conflict resolution, mediation, advisory and problem-solving skills.

• Experience developing and maintaining relationships with other governments and organizations.

Conditions of Employment

• Valid Yukon Driver’s License.

• Willingness to take recommended or required training.

• Maintain required certifications.

• Signed Oath of Confidentiality.

• Signed Oath of Intoxicants.

• Attendance at the General Assemblies and Community Meetings.

• Criminal Records Check

• Willing to occasionally work irregular hours, which may include weekends or evenings.

• Willing to travel outside the community, as requested or approved by the supervisor
